Ex Baltic Express 2016

INTRODUCTION

1.         Ex BALTIC EXPRESS 2015 has been a great success and as a result of the positive feedback from crews JSASTC will be running the exercise again in 2016. Already there is considerable interest from units and individuals in taking part in 2016.  

Those who have sailed in the Baltic will know what great sailing can be had especially on a 2 week leg and despite comments given by some it’s no colder than the United Kingdom with I suspect more sunshine. In the summer months there is about 20 hours of daylight which is an added bonus.  

The Project Officer for the 2016 exercise will be the JSASTC Project Officer Mike Barham.

OUTLINE OF EXERCISE

2.         Cruising Area:  The NIC 55 will depart from JSASTC crossing the English Channel at Dover before sailing along the very busy Belgium, Dutch and Germany coasts where it will enter the river Elbe and Kiel Canal before arriving at the British Kiel Yacht Club where it will conduct its first crew change.  The yacht will then visit ports in Germany, Denmark, Sweden, Estonia and Finland.  The yacht will return to Gosport early September following the same route it took on leg 1. 

3.         Distances:  As a planning guide I have put the distances between crew change ports, it’s planned that crews will conduct a number of side trips before arriving at their final destination.  All distances are approximate
            a.    Gosport  -  Dover     97 miles
            b.    Dover -  Kiel Canal   350 miles
            c.    Kiel -  Kalmar 280 miles 
            d.    Kalmar – Stockholm   240 miles
            e.    Stockholm – Helsinki Finland  250 miles   
            f.     Helsinki – Tallinn Estonia   70 miles

4.         Costs:  At present all costs are TBC.   (See leg dates and costs below info below)

5.         Adventurous Training Grants:    Its hoped that a centralised AT grant for members of the Army will be secured from ATG to offset costs as this will save many separate bids for the same exercise.  The grant could reduce the individuals cost by £150.00 per person. 

Members of the Royal Navy and Royal Air Force will need to apply through normal service channels.

6.         Individual Leg Funding:  Unit PRI, Corps and unit funds are normally good for a few pounds to offset costs and as its 12 months away an early bid should secure grants to offset your leg costs.

7.         Cash In Lieu of Rations (CILOR):   CILOR will need to be provided from the Corps, Unit for unit leg. This is a straight forward process providing the bid is submitted early enough and that the CILOR account is cleared at the end of the Leg. CILOR will not be provided by JSASTC. 

8.         CILOR planning costs: The daily rates for each country will need to be calculated on 14 days taking into account travel days under the guidelines in JSP 456 Vol 2 Chapter 7

            a.    UK rate per person per day:  £5.50
            b.      Germany rate per person per day: £6.38
            c.      Sweden rate per person per day: £8.86
            d.      Denmark rate per person per day: £8.30
            e.    Estonia rate per person per day: £2.78 

9.       Boat Float/Mooring Fees:   JSASTC will pick up the boat float costs, such as fuel, oil, gas etc.

Mooring fees are generally cheaper than the UK south coast however these will come from crew members’ personal contributions. 
            
10.       Afterguard Qualifications and crew size:   The NIC 55 has 11crew and requires the following crew and afterguard requirements.

            Skipper:  Yachtmaster Ocean/Offshore   (JSASTC endorsed)

           Mate:  Yachtmaster Offshore/Coastal.

           Watch Leaders x 2  Day Skippers or Comp crew.

           Crew:    7 crew members mix of Comp crew and Novices

11.       Flights and Travel:   The Project Officer I will book flights centrally through our very efficient and experienced travel agent.  Travel to and from the UK airport will be at unit or individuals expense.

13.        Interested applicants/units:  Bids for units and individuals are welcomed.

Units should e-mail the Ex BALTIC EXPRESS 2016 Project Officer Mike Barham with the attached expression application form attached.

The leg or place will only be secured once a £75.00 deposit and application form as been received.  Crew applications can follow

 SUMMARY

14.       The Baltic is a great place to sail and the fact that you get a free yacht unlike Kiel where you have to pay the chartering costs it will be an extremely cost effective offshore sailing expedition.
